The size of regional capital is set equal to the size of federal maternity capital, that is, in 2013 its value is 409 thousand rubles. When federal family capital is indexed, the size of the regional benefit also increases. If a family has adopted a disabled child, then they are entitled to an additional 100 thousand rubles.

The benefit can be received several times per every adopted child. It is paid regardless of whether the family receives other benefits from the republican budget. The adoptive parent and the child being adopted must reside permanently in the territory of Bashkiria.

What can you spend it on?

The family that has adopted a child has the right to spend the cash payment on several uses:

Improving living conditions;
treatment of an adopted child;
sanatorium-resort rehabilitation of an adopted child;
education of an adopted child.

Money may be used partially or fully in any several areas at the same time or in one of them.

What documents are needed

To receive benefits, one of the adoptive parents must personally submit the following to the Ministry of Education of the Republic of Bashkortostan main documents:

Application for the assignment of financial benefits;
a copy of the court decision on adoption;
a copy of the adopted child’s birth certificate;
a copy of the child's adoption certificate;
a copy of the adoptive parent's passport;
certificate of family composition of the adoptive parent;
bank account details.

Along with copies of documents, their originals are needed (for verification). Within 10 working days after receiving the application, the Ministry of Education makes a decision on granting benefits or refusing. Benefits can be refused in two cases: if the list of documents is incomplete or the adoption is canceled by the court.

If the decision is positive, then to use the benefits you will need additional documents. After checking them and making a positive decision, the Ministry will transfer the money within 20 days to the bank account of the adoptive parent or organization that provided medical or educational services. Below you can find lists of additional documents depending on the option for using maternity capital.

For treatment

Copies of documents for payment for medicines (prescription forms with prescriptions for medicines, payment documents confirming payment for prescribed medicines);
copies of documents on payment for medical services (certificate of payment for medical services, payment documents on the transfer of money by the adoptive parent to a medical institution, agreement on the provision of medical services);
information about account details, the name of the medical institution to which the maternity capital funds will be transferred, bank identification code (BIC), taxpayer identification number (TIN) and reason for registration (RPC) of the medical institution.

For sanatorium-resort treatment

A copy of the voucher;
a copy of the health resort card for the adopted child;
documents confirming payment for a trip to a sanatorium and resort;
information about bank account details, the name of the institution providing health resort treatment, BIC, INN and KPP of the organization.

For education

Documents confirming payment for educational services when the adopted child receives education;
a copy of the contract for the provision of paid educational services;
a copy of the license for the right to carry out educational activities issued to the educational institution;
a copy of the certificate of state accreditation of the educational institution;
information about bank account details, name of institution, BIC, TIN and KPP of the organization.

To improve the family's living conditions

a) when buying a home:

A copy of the purchase and sale agreement for residential premises that has passed state registration in the prescribed manner;
a copy of the certificate of state registration of ownership of residential premises;
a written obligation of the home buyer to register the residential premises as the common property of the adoptive parents and all children with the determination of the size of shares by agreement within 6 months after the transfer of maternal capital - in cases where the housing is not registered as the common property of the adoptive parents and all children or state registration of ownership of the property has not been carried out living space;

b) during the construction of residential premises:

A copy of a document confirming the adoptive parent's ownership of the land plot, or the right of permanent (perpetual) use, or the right of lifelong inheritable possession, or the right of lease, or the right of free fixed-term use of the land plot;
a copy of the construction permit;
a written obligation of the adoptive parent, for whom a building permit has been issued, to register the housing as the common property of the adoptive parents and all children within 6 months after receiving the cadastral passport, determining the size of the shares by agreement.
