Rules for making changes to project documentation. Amendments to the original design and estimate documentation Changes to the design documentation sample

When making changes to the project documentation, in almost all cases a re-examination is required, which is carried out in the same way as the first inspection. However, if these changes do not affect the essential characteristics of the building that affect the safety of the facility, a new examination is not needed. A description of the options for making changes, as well as the procedure for their approval, can be found in the article.

It is permissible to make amendments to project documents, and in some cases this is inevitable, since a number of documents undergo a secondary examination, as a result of which certain improvements are made. Changes to the project documentation can be made in accordance with the requirements of GOST R 21.1101-2013.

Changes to the project documentation can be made in accordance with the rules of this standard or in accordance with their own standards developed within the organization.

Making adjustments is also allowed by the Town Planning Code - for example, in connection with the deviation of the parameters of objects from the indicated indicators in the project.

After all the amendments are made, the developer must conduct an examination, on the basis of a positive decision of which these changes will come into force.

However, in some cases, the examination is not carried out:

  1. If the corrected documents have already passed the examination, the results of which were approved.
  2. If the changes do not concern the characteristics that ensure the integrity and safety of the structure.
  3. If, as a result of the amendments, the estimate for construction work has not increased (reduction is allowed).

Based on this the main question is whether the new additions concern the essential parameters of the building to ensure its safety. Find such a list of characteristics, i.e. specific types of work, the implementation of which affects the reliability of the structure, can be found in the relevant Order of the Ministry of Regional Development of the Russian Federation.

The order describes 34 types of such work, which are grouped into 3 sections:

  1. Engineering surveys (geodesic, geological, ecological, etc.).
  2. Preparation of project documents (architectural, technological, constructive solutions, etc.).
  3. Works related to construction, reconstruction and overhaul at facilities (assembly of structures, excavation, assembly and many other works).

Based on this list, it is possible to say for sure whether a re-examination is required to approve the changes or not.

2 options for making changes to the project

There are 2 options for entering new data - this is a complete replacement of the sheet (sheets) or entering without replacement. The choice of a particular method is at the discretion of the customer.

Complete sheet replacement

This method is used in cases where experts have found quite a few flaws, so it is advisable not to edit each of them separately, but simply remove the sheet and completely redo it. The advantage of the method is that it is often faster to compose a new page than to edit the old one. However, in this case, it is necessary to coordinate all new data with related departments, which delays the process.

The insertion algorithm is as follows:

Making changes to a sheet

If the number of changes is small or insignificant, you can use the original sheet. They operate in this way:

  1. Part of the text is erased, an amendment is made.
  2. The amendment is circled, it is assigned the number 1.1, 1.2, etc.
  3. Next, the change number and the total number of changes are again written.
  4. Indicate Edit: The sheet has been changed.
  5. Write down the document number, date and sign.

Also, amendments must be made to the general data sheet. The entry is recorded in the notes (they prescribe the number of the amendment, the abbreviation Zam. or Mod.). Changes in the general data sheet are not reflected in the registration sheet.

When is a project review needed?

The initial purpose of the project appraisal is to obtain a building permit. However, in some cases, one examination is not enough, so it is necessary to re-check:

  1. In the event of a negative conclusion based on the results of the first examination.
  2. In case of changes in project documents.

These amendments may be related to:

  • entering new data;
  • a significant change in previously entered data.

Thus, the amendments themselves can be made both involuntarily (if flaws are found and a negative expert opinion is received) or voluntarily (draft adjustment). However, a re-examination will be required in both cases.

How is a re-examination carried out?

You can apply for an examination an unlimited number of times. The order of their implementation is the same - the experts check those parts of the documents where amendments were made, as well as the compatibility of this documentation with the rest of the project, which had already been checked earlier.

To apply, the customer provides the following package of documents:

  • statement;
  • project documents that have previously received a positive expert opinion;
  • the positive decision itself (copy);
  • terms of reference for changes;
  • information about the changes made.

The project is considered within the established timeframe (up to 60 calendar days), and a positive or negative conclusion is issued based on the result. In this case, the experts may request a re-consideration of the entire draft, and not just those documents that have been amended. This is possible if certain changes have taken place in the legislation since the moment of the previous check, which relate, among other things, to the requirements for project documentation.

If a negative decision is received

In this case, the customer has 3 options:

  1. Challenge the result by contacting the Ministry of Regional Development of the Russian Federation.
  2. Challenge the outcome in court.
  3. Take note of the comments and eliminate them, and then send the project for the next examination.

Obviously, it is the last option that is the most desirable in terms of cost and time for a new review. The probability of expert error is small, and therefore it is rather difficult to appeal the result in court or in the ministry. Usually, the resolution prescribes not only improvements, but also the deadline for their elimination. At the same time, paper documents are not provided in cases where amendments are possible without them.

Can another organization make changes to the design / working documentation (copies of sheets) developed by one organization on behalf of the developer on copies of the sheets of the previous organization?

Is it necessary in this case to make changes to the main stamp (new stamp of the new organization and new signatures)?

What clauses and standards in the SPDS system or other legislative acts indicate the procedure for making changes to someone else's project documentation?

Description of the situation: The developer ordered the design organization / individual entrepreneur to develop a residential apartment building. The design organization developed the design documentation and handed it over to the Developer (a copy in accordance with the state standard). The developer has now received a positive expert opinion on the capital construction project. Further, the Developer decided on the need to make changes (corrections) to the previously developed project documentation, with a re-examination, but turned to another design organization.

Thus, the “new design organization” should make changes to the sheets of books / volumes / sections that the developer has, and these are copies of the sheets from the previous organization with the main stamp and signatures of the previous organization?

Or is the “new design organization” obliged to redraw all the sheets of books / volumes / sections and already print it under its own stamp, with its employees and the necessary changes?

What if the Builder orders only the correction of some sections (individual sheets) and some of the sheets are not subject to correction.

The "new design organization" insists that it will make adjustments only to individual sheets and only issue them as a separate volume.

And can a new design organization make changes according to a letter of order (agreement) to the documentation that they did not develop and leave the stamps of the previous organization, that is, not indicate their company and the persons who made the changes?

In fact, the Developer was given a section (for example, KR, etc.), where on the Title page the details of the “new design organization” are indicated, and in the book part of the sheets are enclosed by the previous organization. At the same time, changes were made on the sheets of the former organization and there is no record in the stamp that these changes were already made by the “new design organization”.

The leadership of the “new design organization” stipulates this by the fact that they should not be responsible for incorrect or erroneous technical decisions on other issues and, in this regard, correct only part of the sheets from the entire book.

But in fact, the Developer does not carry individual corrected sheets for re-examination, but a whole book of "KR". And here already the examination should ask why the sheets in one book are signed by different organizations?

Earlier in 2008, a similar question was raised and there was an explanation, but you can’t draw clear conclusions from it:

COLLECTION OF EXPLANATIONS ON PRE-DESIGN AND DESIGN PREPARATION OF CONSTRUCTION (questions and answers) *** (according to Decree No. 87) Issue 2 Moscow 2008.

23. Does the organization exercising control over the construction, together with the customer, have the right to agree on changes in the project documentation without the participation of the organization that developed the project?

According to paragraph 4.1 of SP 11-110-99 "Author's supervision of the construction of buildings and structures", architectural supervision, if it is performed by a legal entity, is carried out by specialists-developers of working documentation. In accordance with GOST 21.101-97 “Project documentation system for construction. The main requirement for design and working documentation "" change of the working document previously issued to the customer "is performed on the basis of a permit approved by the head of the development organization (clause 7.1, subclause 7.4.1), who is responsible for the non-compliance of these changes with technical regulations in accordance with the provisions of Article 60 of the Town Planning Code of the Russian Federation. In the event of force majeure circumstances (liquidation of the developer organization, seizure of it in case of financial insolvency and inability to perform its functions in connection with this, etc.), carrying out architectural supervision, and, consequently, making changes to the working documentation, can be entrusted on a contractual basis to an organization entitled to perform the specified work, which, under the contract, must assume all obligations of the contractor-designer related to the technical solutions adopted in the project and established by Article 760 of the Civil Code of the Russian Federation. At the same time, it should be noted that part 3 of Article 49 of the Town Planning Code of the Russian Federation establishes: “State examination of project documentation is not carried out if construction, reconstruction, major repairs do not require a building permit, as well as in the case of such an examination in relation to the design documentation of capital construction facilities that has received a positive conclusion from the state expertise and is reused (hereinafter referred to as standard design documentation), or modification of such design documentation that does not affect the design and other characteristics of the reliability and safety of capital construction facilities. Therefore, if the changes made to the design documentation do not affect the design and other characteristics of the reliability and safety of the object, then the presence of a decision of the organization that has assumed the responsibilities of the development organization, drawn up in accordance with the requirements of GOST 21.101-97, can serve as a basis for implementation object construction. In other cases, i.e. if the changes relate to design and other characteristics of reliability and safety, a state examination of the revised project documentation and its reapproval in the prescribed manner is required.

The use of the change log for products developed by order of the Ministry of Defense is carried out in agreement with the customer 1 (representative office of the customer). 1 The customer means the departments of the Ministry of Defense, on the orders of which the development of documentation and the production of products is carried out, or on the orders of which products for national economic purposes are supplied. It is allowed not to make changes to the documents of products for national economic purposes related to changes in the standards and specifications for materials and products, when the modified standard (technical specifications) retains the used brand (range) and symbol of the material (product), zone the quality characteristic and the parameters that determine its interchangeability meet the requirements of this document, until the documents are reissued (new originals are issued) or the originals are transferred to another enterprise *. 1.6. Only the organization that holds the originals of these documents has the right to issue AI and make changes to the originals of amendable documents. (Changed edition, Rev. No. 1) 1.7. The instructions set out in the notice are obligatory for all departments of the enterprise that issued the notice, as well as for enterprises using the amended documentation. 1.8. Necessary corrections of documents caused by the introduction of erroneous changes to previously released AIs must be executed by new AIs. 1.9. If it is necessary to change the information specified in the AI columns (except for the “Content of the change” column), an additional notice (DI) is issued to it (Appendix 4). 1.10. It is allowed to make changes in copies of documents that are in production on the basis of a preliminary notice (PI) (Appendix 5). The IP has the right to issue both the organization holding the originals and the organization holding the registered copies or duplicates in cases where it is necessary: and to correct an error in the document that may cause the rejection of the product; check proposed modified and I'm in production; pro and zvesti technological preparation of production a. If an error is found, it is allowed to immediately make the necessary corrections signed by the responsible persons in the copies in production, followed by the release of the PI or AI. (Changed edition, Change No. 1 ) 1.11. If it is necessary to change the information specified in the columns of the PI (except for the column "Content of the change"), an additional notice (ADI) is issued to it (Appendix 6). 1.12. Proposals for change (PR) (Appendix 7) are recommended to be issued at the enterprise - holder of registered copies or duplicates on AI forms and sent for further processing to the enterprise - holder of originals. On the basis of the PR, it is not allowed to change the documentation and carry out the revision of the product. (Changed edition, Rev. No. 1) 1.13. The organization - the holder of the originals for all IP and PR received from other enterprises, within a month after receiving them, is obliged to send a response either on the acceptance of the proposed changes, or on their rejection, indicating the specific reasons for the rejection or delay of the proposed changes. (Changed edition, Rev. No. 1) 1.14. The procedure for coordinating changes with the customer (representative office of the customer) is set out in Appendix 8. (Changed edition, Rev. No. 1) 1 .1 5. The rules for accounting for AI, DI, PI, DPI and PR are set out in Appendix 9.

2. MAKE CHANGES

2.1. Changes to documents are made in handwritten, typewritten or automated way. (Changed edition, Change No. 1 ) 2.2. Changes to documents are made: by strikethrough; cleaning (washing); painting with white; introduction of new data; replacement of sheets or the entire document; introduction of new additional sheets and (or) documents; with the exception of individual sheets of the document*. (Changed edition, Change No. 1 ) 2.3. After making changes, the originals must be suitable for microfilming (GOST 13.1.002), and duplicates and copies must correspond to their purpose in accordance with GOST 2.102 *. 2.4. The introduction of changes by striking out sizes, signs, inscriptions, individual words and lines is carried out with a solid thin line with putting down new information in the immediate vicinity of the crossed out one. When changing a part of the image, it is outlined with a solid thin line forming a closed contour, and crossed out crosswise with solid thin lines. The modified area of the image is performed on the free margin of the document. The new image and the image of the modified area must be made in the same scale without rotation. Designate crossed out and newly depicted areas as well as remote elements. Above the new images indicate: "Instead of crossed out." If the entire image changes (view, section or section), then it is crossed out and performed again. Above the newly made image, if necessary, an inscription is placed, for example: “Left view”, “Bottom view”. It is allowed to make changes to the image by crossing out and changing the contour with short strokes with drawing a new contour on the same image *. 2.5. A change to a copy of a document in paper form made from a document in electronic form is carried out by replacing (reissuing) the entire document as a whole or its individual sheets (pages), as well as adding or deleting individual sheets. It is allowed to make changes to these documents in handwritten or typewritten way. Replacement (reissue) of copies of a document in paper form received from an electronic document is carried out at a frequency established by the organization*. (Changed edition, Change No. 1 ) 2.6. Changes made to the original documents in electronic form lead to a change in the corresponding details and attributes (GOST 2.104). When changes are made to the original electronic document, the version of this document changes. (Changed edition, Change No. 1 ) 2.7. Changed, denoted by serial numbers of Arabic numerals (1, 2, 3, etc.). One serial number of changes is assigned to all changes that are made to the document according to one notice. It is indicated for the entire document, regardless of how many hundred x it is made *.

3. NOTICE OF CHANGE

3.1. AI compose on one or more documents. One AI is made up for several documents, provided that changes are made to all changeable documents at the same time. For electronic documents, AI is compiled for each document*. (Changed edition, Change No. 1 ) 3.2. Each AI must have a designation consisting of the code of the enterprise that issued the AI, and the new registration number * separated by a dot. 3.2.1. The code of the enterprise-developer a to designate AI released for technological documentation is determined by GOST 3.1201. 3.2.2. The serial registration number of the AI designation is established within the enterprise. 3.2.3. It is allowed to add the year of issue of the AI to the AI designation, separated by a hyphen, for example, ABV G.1 6-2004; K.1 37-2004. It is allowed for paper documents to indicate the year with the last two digits. (Changed edition, Rev. No. 1) 3.3. Notices of change and, if necessary, are issued in the form of a set of notices. At the same time, for all AIs released in the kit, the deadline for making changes must be the same. Each AI in the set is assigned one registration number with the addition of a fractional number, in the numerator of which the serial number of the AI in the set is indicated, in the denominator - the total number of AIs, for example, ABCD.1 36.2/6; K.281.1/4-2004. (Changed edition, Change No. 1 ) 3.4. 3.4. AI is performed in paper and (or) electronic form. (Changed edition, Change No. 1 )

ANNEX 1

COMMENTS ON ITEMS OF THE STANDARD

Clauses 1.2; 1.4. a) In case of violation of the interchangeability of the variable and the product, with products manufactured earlier, no changes are made to the documents of the latter, but new documents are issued with new designations or single design documents are converted into group ones in accordance with GOST 2.113. It is allowed not to issue design documents with new designations for units of single production and for a prototype (pilot batch) if they are used in no more than one document. b) For software, interchangeability should be understood as compatibility with the programs and hardware in which the software being changed operates. Clause 1.5. a) Changes to copies of operational and repair design documents transferred to the customer or consumer are made in accordance with GOST 2.603, and in copies of program documents transferred to the consumer, in accordance with GOST 19.603. b) The changes made to the original indicate: in the table of changes in the main inscription in accordance with GOST 2.104 - and (or) in the LR (Appendix 3) for design documents; in the block for making changes to GOST 3.1103 - for technological documents; in accordance with GOST 19.603 - for program documents or in the change registration sheet (LR) (Appendix 3). In documents that do not have an LR, the table of changes (block for making changes) is filled out on sheets (sheet): the first (header) of the new original, made as a whole to replace the old one; changed; released instead of replaced; added again. In documents with LR, LR is filled in, and the table of changes (block for making changes) is filled out only on sheets issued instead of replaced and added again, while, with the automated method of making changes, only LR is filled in. When replacing all sheets of the original with the manual method of making changes, only the LR is filled out, and with the automated method, the LR and the table and changes, if any, are filled in on each sheet of the new original. c) In the table and changes in design documents (GOST 2.104) indicate: in the column "Change." - sequence number of document change. When replacing the original with a new one, the next serial number is affixed based on the last change number indicated in the replaced original; in the column "Sheet" on sheets issued instead of replaced - "Deputy"; on the sheets added again - "New". When replacing all original sheets: 1) when making manual changes on the first (head) sheet, indicate “All”; 2) with an automated method of making changes, the table of changes, if any, is filled out on each sheet, while in the column "Sheet" indicate "Deputy". In steel cases, the “Sheet” column is crossed out; in the column "No. dock mind." - AI designation, while the code of the enterprise that issued the AI may not be affixed; in the column "Sub." - signature of the person responsible for the correctness of the change; in the column "Date" - the date of the change. The columns of the block are introduced and I amended technological documents (GOST 3.1103) are filled in similarly to the main inscription of design documents. d) AI about cancellation and documents is issued after checking the possibility of excluding their applicability in other documents. On all canceled sheets of the original and the control copy and in paper form, the stamp “Cancelled, replaced ... notice ... dated ......... yr.” If the cancellation is made without replacement, the word "replaced" in the stamp is crossed out. It is allowed when canceling all sheets in a document published in a typographical way, or copies of documents bound in an album, the stamp “Cancelled, replaced ... notice ... from ... year.” affix only on the title and first (title) page. (Changed edition, Rev. No. 1) Clause 2.2. Changes to copies are made by replacing old copies with new ones and, taken from originals, corrected by notification. If it is not advisable to replace copies, it is allowed to correct them with black ink, ink or paste according to the rules established for originals. Changes to copies by erasing are not allowed. The need to correct copies is indicated in the “Content of the change” column of the notice: “Copy to correct”. Changes to the control copies in paper form (if any) are made with a strikethrough at the same time as changes are made to the originals. It is allowed to replace control copies in paper form with new ones. If the control copy is replaced, an inscription is made on it according to the example: “Replacement with a new control copy, and ch. 2 and notification ABVG.8 37-2004 "and affix the signature of the responsible person indicating the date of replacement of the copy. The replaced master copy may be kept in place with the new one. Changing the control copy of an electronic document is carried out by copying the electronic original after making all the necessary changes in details and attributes. (Changed edition, Rev. No. 1) Clauses 2.3 and 2.4. If there is not enough space to make changes, or it is possible that a clear image may not be corrected, or it is impossible to meet the requirements for microfilming, then a new original is made taking into account the changes made and retaining its original designation. Items 2.4 and 2.5. When adding a new sheet of a document, it is allowed to give it the number of the previous sheet with the addition of the next lowercase letter of the Russian alphabet or through the period of the Arabic numeral, for example, 3a or 3.1. At the same time, on the first (title) sheet, the total number of sheets is changed. In text documents containing mostly solid text, when adding a new paragraph (section, subsection, subparagraph), table, graphic material, it is allowed to assign them the number of the previous paragraph (section, subsection, subparagraph), table, graphic material with the addition of the next lowercase letter of the Russian alphabet; when canceling a paragraph (section, subsection, subparagraph), table, graphic material, the numbers of subsequent paragraphs (section, subsection, subparagraph), tables, graphic materials are retained. If it is necessary to replace individual pages of copies of documents made by the method of double-sided photocopying, the sheets are completely replaced. Clause 2.7. When making changes in handwriting, near each change, including near the place corrected by erasing (washing) or painting in white, outside the image or text, the serial number of the change is applied in a circle with a diameter of 6-12 mm, in a square with a side of 6-8 mm or in brackets and from this circle (square, brackets) a solid thin line is drawn to the changed area. It is allowed to draw several lines from the circle (square, brackets) with the number and change to the sections, and the change of which was carried out under one number. It is allowed not to draw a line from the circle (square, brackets) with the number of the change to the area to be changed. When making changes to text documents (to the text part of documents), lines from the circle; (square, brackets) with the change number are not carried out. Clause 3.1. When compiling one AI for several documents, it is desirable that these documents have the same external subscribers. Clause 3.2. If necessary, the AI designation may consist of an enterprise code separated by a dot of the code (number) of the enterprise division that issued the AI and a serial registration number separated by a dot, for example, ABCD. 42.1 07; K.05.49. Registration numbers may be assigned within the division of the enterprise that issued the AI. In the event that AI is not sent to external subscribers, then the procedure for assigning a designation to it is allowed to be established by the enterprise itself that released the AI.

This date is determined by the required deadlines for making changes to the documents and documents that apply to enterprises and sending AI to other enterprises, while taking into account the terms for making changes to production and the deadlines for passing and notifications. Column 1 2 . The backlog of variable products indicated in this column is understood as all fully or partially manufactured, but not sold products, made according to the documents before making changes to them according to this AI. I am also indicated in the column, for example: “Not reflected” - if the changes do not affect the design of the product and do not affect the use of the backlog; “Not to use” - if it is inadmissible to use and or if it is impossible to finalize the backlog; “Use” or “Use for 5 sets” - when using the backlog without taking into account the changes made; "Rework" or "Use with additional drilling 2 holes. Ø 3.5 N 12 "- if the backlog can be used with additional refinement: "Change in the backlog is taken into account" or "There is no backlog" - if it is known that the backlog of products was made taking into account the change being made I or hurt is missing; “To finalize: in ABC D - from the third set; in E Zh ZK - from the first set; in A KLM - backlog to use "- if the instructions on the backlog are not unambiguous for all enterprises. Column 13. In the column, instructions are given, for example: “ABVG enterprise to introduce into production the product 007” - if the product is manufactured simultaneously at several enterprises; "The term for the introduction and changes in production is set by the organization" - if the organization releasing AI cannot establish the availability and status of the stock of products, technological equipment and other production conditions at other enterprises that manufacture this product. (Changed edition, Rev. No. 1) If the enterprise has a schedule for the technological preparation of production (TPP), the column gives a link to this schedule, for example "According to the schedule of the TPP". If in column 12 II (“Indication of the reserve”) it is written: “Not reflected”, “Change in the reserve is taken into account” or “There is no reserve”, then the column is crossed out. Column 1 4. If the changes do not apply to documents in which the document being changed is used, for example, if the letter of the documents is changed, then the entry “Does not affect applicability” is made in the column or the column is crossed out. Column 16. If there are attachments, they may contain, for example, copies of amendable documents with changes made to them, necessary calculations and explanations confirming the feasibility of the changes made, etc. Column 17. When compiling an AI for several documents, in case of mismatched serial numbers of changes, common headings with document designations are grouped by matching serial numbers and changes, while the serial numbers are put down separately for each group, for example

When compiling AI for several documents, and having the same changes, if the serial numbers of changes in documents do not match, a table is made in column 18, and column 17 is crossed out, for example:

Columns 17 and 18. When making changes to documents containing text divided into columns, in order to optimize the recording of the content of the text and changes, it is allowed to use tables or blocks instead of these columns information and with the corresponding logically arranged pointer and information, for example: "change"; "Designation"; "Leaf"; "Line"; "Count". When using blocks of information, by analogy with the principle of construction adopted in the forms of ESTD documents, in order to promptly call up information from an electronic media, it is allowed to use service characters adopted on enterprise. (Changed edition, Rev. No. 1) Column 18. a) The column indicates the content of the variable section (graphic, text, etc.) in the form in which it should be after making changes to the original document. b) When issuing AI for several documents, the content of the change for each document is separated by a horizontal line. c) If there is a possibility of an ambiguous understanding of the change, introduction and changes in the originals by cleaning (washing), the need to issue a bulletin in accordance with GOST 2.603 or GOST 19.6 03, give the contents of the modified section of the document before and after making changes with indications above them of "Available" and "Must be". d) If the change must be made in the original by cleaning (washing), the inscription is placed above the changed areas: “Change to make a cleanup” or “Change to make a wash”, while it is allowed when changing alphabetic and numeric data (wire markings, alphabetic and positional designations of elements on diagrams, and changes in tabular documents, etc.) provide changed data and new data (see example). e) When canceling a document in the column, make an inscription, for example, “ABV G.ХХХХХХ.018 cancel”. Column 17 is crossed out. f) It is allowed for products for national economic purposes, when assigning a set of documents to the next letter, indicate the designation, for example, the specification of the product without listing the designation of all specifications of the components of this product and of the documents included in them, for example: “In ABVG.ХХХХХХ.375 and in all specifications of the components and the product, and the documents included in them in the column“ Lit. ” the main inscription put down the letter "O 1". In this case, in all changed documents in the table of changes, the next serial number of the document change is indicated.

G) If instead of a canceled document, a document with a different designation should be used, then an inscription is made in the column, for example: “ABVG.XXX XXX.380 cancel”. Note e. "Superseded by document ABCD.XXXXXXX.936". h) When replacing the original with a new one with the same designation in the column, in addition to the replacement record, it is recommended to give a short list of the changes made, for example:

I) With a large number of replaced documents with the same designation, it is recommended to give a table, for example:

J) If, in connection with the release of AI, new and (or) previously developed documents are released (for example, when new products are introduced or replaced in specifications), then after the content and the changes give a note on the issuance or use of such documents, for example: Notes: 1. Documents ABCD.XXXXXXX.171 and ABCD.XXXXXXX.18 were issued 6. 2. Document AB C D.XXXXXX.336 was applied » . When an assembly unit, kit or complex is introduced into the product, the note only refers to the newly issued or newly applied specification of the introduced product without listing the documents included in it. k) When dealing with duplicates and (or) copies by AI, an entry is made in the column: “Correct duplicates”. "Copies to fix" or "Duplicates and copies to fix". For better orientation, it is allowed to provide the content (graphic and textual) of sections adjacent to the part of the document being changed. l) When filling in the column, the following simplifications are allowed: 1) an indication of a change in size, subject to an unambiguous understanding of the change, should be drawn up without an image, for example:

2) instead of the image of the excluded view, section or section, give appropriate textual indications, for example: “Section A-A cross out”, “View B cross out”, “View on the right of the list yell"; 3) do not repeat the text of a paragraph that is completely excluded from the technical requirements on the drawing of a document or a text document that has paragraph numbers, but in the column give the appropriate entry, for example: “Delete paragraph 5”; 4) when changing part of the text, do not provide the previous and subsequent text, replacing it with ellipsis, for example:

H) Identical changes that are repeated in one document on one or more sheets are indicated once with appropriate explanations, for example:

O) In the case when copies of the AI are not sent to other enterprises, it is allowed, instead of presenting the content of the AI change, to attach to it a copy of the document being changed with the changes made in black ink, ink or paste, with copies that have been manually modified for previously released AIs should not be used. On the copy attached to the AI, in its upper right part, an inscription is made, for example, “Appendix to ABVG.38-2004” or “Appendix to K.153-2004”. p) While temporarily leaving in effect copies of documents canceled or changed by AI for the manufacture of them and the product without taking into account the changes made, in the column at the end of the text they give an indication limiting its validity these copies, for example: “On copies of documents A BV E.ХХХХХХ.887, and ch. 5, below the “Cancelled” stamp, make an inscription or put a stamp “Keep in effect also for product No. 37” or “Use only for the manufacture of spare parts” . Columns 19-22 a) When coordinating the AI by letter, telegram, fax, etc., the columns indicate: name and name of the coordinating person; outgoing number of the letter (telegram) about the approval; the date of approval, b) To place the agreeing and approving signatures to the AI, they compose, if necessary, the title page, which is the first page of the AI. The title page is included in the total number of AI sheets. For a design document, the title page is prepared according to GOST 2.105. On the title page of the AI, indicate: in field 1 - the name of the ministry or department, the system of which includes the organization that compiled the AI. Field 1 is optional; (Changed edition, Rev. No. 1) in field 3 - on the left side - the position and signature of the person with whom the AI was agreed from the customer (consumer) organizations, on the right side - the position and signature of the person who approved the AI from the organization - developer (and manufacturer). To the right of each signature I put down the initials and surname of the person who signed the document and the date of its signing; on field 5 - designations of the II and the document being changed, for example: "Notice ABVG.41-2004 on the change and ABV G.ХХХХХ.001 ТУ". This field is also allowed to indicate the serial number and changes of the document and its name. If the AI is subject to agreement with several officials, then their signatures are placed either on the left side of field 3 (one signature under the other), or on the left side of field 6. Signatures and developers are placed on the right side of field 6. Fields 2, 4 and 7 are not filled. If part of the signatures of the developers and persons with whom the AI must be agreed is not placed on the first sheet, then they can be transferred to the second sheet, while an inscription is made in the right corner of the second sheet, for example: “Continue title page from broadcasting ABVG.41-2004”. For technological documentation, the title page is compiled in accordance with GOST 3.1105, while fields 1, 2, 3, 4 are filled in similarly to fields 1, 3, 5, 6 of the title page for design documentation. Fields 5, 6 and main inscriptions are not filled in. Column 2 3. Good day. This article will talk about permission to make changes(hereinafter referred to as permission) in the project documentation. Any changes to the project documentation should be made only on the basis of permission. The release describes any changes that will be made to the documentation.

Once you have filled out the permit, it must be signed by the project's chief engineer and technical director, and only after that you can take the documentation from the archive to make changes.

A copy of this authorization is generally sent to the customer with the amended documentation. I won't tell you in detail how changes are made to the project documentation and how the permit is filled out. You can find this information in GOST R 21.1101-2013.

The permit must be carried out in accordance with Form 9 and 9a in accordance with GOST R 21.1101-2013. The order of filling in the fields in the permission to make changes is shown in Figures 1 and 2.

This manual has been issued to replace PKO-2008.3

PKO-2010.3-3. General provisions. Permission to make changes

1. General Provisions

1.1. Management defines the application GOST R 21.1101-2009 in terms of the rules for making changes to the electrical part of the working and project documentation.

1.2. A change in a working document previously transferred to the customer is any correction, deletion or addition of any data to it without changing the designation of this document.

The designation of the document may be changed only in the case when different documents are erroneously assigned the same designations or an error is made in the designation of the document.

Changes to the calculations are not allowed.

If the document change is unacceptable, then a new document with a new designation must be issued.

Any change in a document that causes any changes in other documents must be accompanied by the corresponding changes in all related documents at the same time.

Changes are made to the original document.

Simultaneously with making changes to the original document, it is necessary to make exactly the same changes to the electronic version of the modified document stored in the archive.

2. Permission to make changes

2.1. Changing the document is performed on the basis of permission to make changes (hereinafter referred to as permission), drawn up in the form 9 (see sheet 4) and 9a (see sheet 5).

The permission is approved by the head of the department.

2.2. The basis for obtaining original documents for making changes to them is permission.

2.3. Changes for each document (for example, the main set of working drawings, specification of equipment, products and materials) are issued with a separate permit.

It is allowed to make one general permission for changes made simultaneously to several documents, if the changes are interconnected or the same for all changed documents.

2.4. In the permission columns indicate (for an example of registration, see sheet 6):

a) in column 1 - the designation of the permit, consisting of the serial number of the permit in the permit registration book (see sheet 7) and a dash of the last two digits of the year of registration of the permit.

Example - 15-10

b) in column 2 - the designation of the document in which the change is made;

c) in column 3 - the name of the enterprise under construction, building (structure);

d) in column 4 - the next serial number assigned to the changes that are made to the document by one permit. It is indicated for the entire document, regardless of how many sheets it is made on. The serial numbers of changes are indicated by Arabic numerals;

PKO-2010.3-4. Making changes to the working documentation

1. Changes to the original documents are made by crossing out or erasing (washing out). At the same time, the physical condition of the original is taken into account.

2. A change in an automated document is carried out by replacing the entire document as a whole or its individual sheets, as well as by adding or deleting individual sheets.

It is allowed to make changes by hand.

Changes to the estimate documentation are carried out by replacing the entire document.

3. When making changes in an automated way, as well as in cases where, when making changes in a handwritten way, there is not enough space to make changes or there may be a violation of the clarity of the image during correction, a new original is made taking into account the changes made and its previous designation is retained.

If one or more sheets of the original are replaced or added, then the inventory number assigned to the original is stored on them.

4. After making changes, the images, letters, numbers, signs must be clear, the thickness of the lines, the size of the gaps, etc. must be performed in accordance with the rules provided for by the relevant ESKD standards.

5. Changeable sizes, words, signs, inscriptions, etc. cross out with solid thin lines and next put down new data.

6. When changing the image (part of the image), it is outlined with a solid thin line forming a closed contour, and crossed out crosswise with solid thin lines in accordance with Figure 3.

A new image of the changed area is performed on a free field of the sheet or on another sheet without rotation.

7. Changed, canceled and additional sections of the image are assigned a designation consisting of the serial number of the next change in the document and through the point of the serial number of the changed (cancelled, additional) image section within this sheet. In this case, the new image of the changed area is assigned a change designation of the replaced image.

If a new image of the changed area is placed on another sheet, then the designation of the change assigned to it is saved and is not taken into account in the change table of this sheet.

8. Near each change, including near the change corrected by erasing (washing), outside the image, the designation of the change is applied in the parallelogram in accordance with Figure 1. A solid thin line is drawn from the parallelogram to the changed area.

9. Closely spaced altered sizes, words, signs, inscriptions, etc. encircle with a solid thin line forming a closed contour, without crossing out in accordance with Figure 2.

10. If a new image of the modified area is placed on another sheet, then the modified image also indicates the number of the sheet on which the new image is located in accordance with Figure 3.

11. Above the new image of the changed area, the designation of the change in the replaced image is placed in the parallelogram, and with the parallelogram they indicate: "Instead of the crossed out one."

If a new image of the changed area is placed on another sheet, then with a parallelogram indicate: "Instead of the crossed out on the sheet (number of the sheet on which the replaced image is located)" in accordance with Figure 4.

12. If a new image of the modified area is placed near the replaced one, then they are connected by leader lines with the designation of the change in accordance with Figure 5.

Above the additional image, the designation of the change is placed in the parallelogram, and when the parallelogram is indicated: "Addition" in accordance with Figure 6.

13. When canceling an image (part of an image), when indicating a change, indicate: "Cancelled".

14. When making changes to the sheets of the main set of working drawings in the statement of working drawings of this set, on the sheets of general data in the column "Note" indicate (for an example of design, see sheet 11):

a) when making the first change - "Change 1", subsequent changes - additionally consecutive numbers of changes, separating them from the previous ones with a semicolon.

Example - Change 1; 2; 3

b) on replaced sheets with the change number - "(Replacement)".

Example - Change 1 (Replace)

c) on canceled sheets with the change number - "Cancelled".

Example - Change 1 (Canceled)

d) on additional sheets with the change number - "(New)".

Example - Change 1 (New)

15. If additional sheets are included in the main set of working drawings, then they are assigned successive serial numbers and recorded in continuation of the sheet of working drawings of the corresponding main set.

If there is not enough space in the list of working drawings to record additional sheets, the continuation of the sheet is transferred to the first of the additional sheets. At the same time, at the end of the statement of working drawings placed in the "General Data", an entry is made: "Continuation of the statement, see sheet (sheet number)", and a heading is placed above the statement on an additional sheet: "The statement of working drawings of the main set (Continued)" .

The numbers and names of the canceled sheets in the list of working drawings are crossed out.

When changing the names of sheets, make the appropriate corrections in the column "Name".

16. When changing the total number of sheets of a document on its first sheet in the main inscription, make appropriate corrections in the "Sheets" column.

17. When making changes to the attached documents, including when performing additional and canceling previously completed attached documents, corrections are made to the "Attached Documents" section of the list of reference and attached documents of the corresponding main set of working drawings.

When replacing reference documents in the working drawings, corrections are made to the corresponding section of the statement of reference and attached documents.

18. When performing additional and canceling previously completed main sets of working drawings, corrections are made to the list of main sets of working drawings.

19. The changes made to the original are indicated in the table of changes (see sheet 10) placed in the main inscription.

If there is not enough space, it is allowed to continue the table of changes upwards or place it to the left of the main inscription. When located on the left, the names of columns 14 ... 19 are repeated.

20. In the table of changes indicate:

a) in the column "Change." - sequence number of the document change;

b) in the column "Number of accounts." - the number of variable areas of the image on this sheet within the next change;

c) in the column "Sheet" - on the sheets issued instead of the replaced ones - "Deputy", on the sheets added again - "New".

When replacing all sheets of the original (with the next serial number of the document change), on the first sheet in the column "Sheet" indicate "All". At the same time, the table of changes on other sheets of this original is not filled out.

In other cases, a dash is put in the "Sheet" column;

d) in the column "N doc." - designation of permission;

e) in the column "Signature" - the signature of the person responsible for the correctness of the change (the signature of the person responsible for normative control is put on the field for filing the sheet);

e) in the column "Date" - the date of the change.

For examples of filling out the change table, see sheet 10.

21. The tables of changes on the sheets of general data do not take into account corrections made to the statements of general data in connection with changes to the sheets of the main set and the attached documents.

22. When making changes to text documents(cable logs, specifications, specifications, explanatory notes) it is allowed to execute the change registration table in form 11 (see PKO-2010.3-6, sheet 2).

The change registration table is placed on the first sheet of the text document to the left of the title block.

An example of filling in the change registration table for text documents

23. Significant changes in text documents are made in one of the following ways:

a) replacement of all or individual sheets of the document;

b) issuance of new additional sheets.

When changing the original text documents, it is allowed:

  • when adding a new sheet, assign it the number of the previous sheet with the addition of the next Arabic numeral, separating it from the previous one with a dot;

Example - 3.1

  • when canceling a sheet, the numbers of subsequent sheets are saved.

In these cases, the total number of sheets is changed on the first sheet.

In text documents containing mostly solid text, when adding a new item, it is allowed to assign the number of the previous item to it with the addition of the next lowercase letter of the Russian alphabet, and when canceling the item, keep the numbers of subsequent items.

24. If changes are made to several sections of the text located on several sheets in the original text document under one serial number, then the sections are assigned end-to-end serial numbers for all changed sheets. In this case, the table of changes is filled out only on the first sheet.

25. When canceling or replacing sheets of a document, all canceled and replaced sheets of the original are stamped "Cancelled (replaced)" in the form given in PKO-2010.3-6 on sheet 3.

26. When making changes to documents compiled in volumes, a table for registering changes in form 10 is placed on the title page (see PKO-2010.3-6, sheet 1).

If there is a cover in the volume (document), the table for making changes in form 10 is also placed on the cover.

An example of filling out the change registration table placed on the title page

27. Copies of sheets (modified, additional and issued instead of replaced sheets) of working documentation are sent to organizations to which copies of documents were previously sent, simultaneously with copies of the general data of the corresponding main set of working drawings, specified in accordance with paragraphs 14 ... 18.
