The procedure for appointment and payment is established by the Decree of the Government of the Republic of August 23, 2011 No. 297.

The size of the regional capital is set equal to the size of the federal materiel capital, that is, in 2013 its value is 409 thousand rubles. With the indexation of federal family capital, the size of the regional allowance also increases. If a family has adopted a disabled child, then it is additionally entitled to another 100 thousand rubles.

The benefit can be received several times every adopted child. It is paid regardless of whether the family receives other benefits from the republican budget. The adoptive parent and the adopted child must permanently reside in the territory of Bashkiria.

What can you spend on

A family that has adopted a child has the right to spend the cash payment on several areas of use:

Improvement of living conditions;
treatment of an adopted child;
health resort rehabilitation of an adopted child;
the education of an adopted child.

Money is allowed to be used partially or completely for any several directions at the same time or for one of them.

What documents are needed

To receive the allowance, one of the adoptive parents must personally submit to the Ministry of Education of the Republic of Bashkortostan the following: key documents:

Application for the appointment of financial assistance;
a copy of the court decision on adoption;
a copy of the birth certificate of the adopted child;
a copy of the child's adoption certificate;
a copy of the adoptive parent's passport;
certificate of the composition of the adoptive parent's family;
bank account details.

Together with copies of documents, their originals are needed (for verification). Within 10 working days after receiving the application, the Ministry of Education makes a decision on granting the allowance or on refusal. The grant can be refused in two cases: if the list of documents is incomplete or if the adoption is canceled by the court.

If the decision is positive, then in order to use the benefit, you will need additional documents. After their verification and a positive decision, the Ministry within 20 days will transfer the money to the bank account of the adoptive parent or the organization that provided medical or educational services. Below you can find the lists of additional documents depending on the option of using maternity capital.

For treatment

Copies of documents for payment for medicines (prescription forms with prescriptions for medicines, payment documents confirming payment for prescribed medicines);
copies of documents on payment for medical services (certificate of payment for medical services, payment documents on the transfer of money by the adoptive parent to a medical institution, an agreement on the provision of medical services);
information about the account details, the name of the medical institution to which the funds of the mother's capital will be transferred, the bank identification code (BIC), the taxpayer identification number (TIN) and the registration reason code (PPC) of the medical institution.

For health resorts

A copy of the ticket;
a copy of the health resort card for the adopted child;
documents confirming the payment for a voucher for a sanatorium and resort improvement;
information about the details of the bank account, the name of the institution carrying out the sanatorium and resort rehabilitation, the BIC, TIN and KPP of the organization.

For education

Documents confirming payment for educational services when an adopted child receives education;
a copy of the contract for the provision of paid educational services;
a copy of the license for the right to carry out educational activities issued to the educational institution;
a copy of the certificate of state accreditation of the educational institution;
information about the details of the bank account, the name of the institution, the BIC, TIN and KPP of the organization.

To improve the living conditions of the family

a) when buying a home:

A copy of the contract for the sale of residential premises that has passed state registration in the prescribed manner;
a copy of the certificate of state registration of ownership of the dwelling;
a written obligation of the homebuyer to formalize the residential premises in the common ownership of the adoptive parents and all children with the determination of the size of the shares by agreement within 6 months after the transfer of the mother's capital - in cases where the housing is not registered in the common ownership of the adoptive parents and all children or state registration of ownership of the living quarters;

b) during the construction of a residential building:

A copy of the document confirming the adoptive parent's ownership of the land, or the right of permanent (unlimited) use, or the right of life-long inheritable possession, or the right to lease, or the right to free fixed-term use of the land;
a copy of the building permit;
a written obligation of the adoptive parent, for whom a building permit has been issued, within 6 months after receiving the cadastral passport, to register housing in the common ownership of the adoptive parents and all children, determining the size of the shares by agreement.
