Charter of the Federal State Scientific Budgetary Institution "Russian Institute for Strategic Studies"

I. General provisions

1. The Russian Institute for Strategic Studies (hereinafter - the Institute) was established by Decree of the President of the Russian Federation of February 29, 1992 N 202 "On the establishment of the Russian Institute for Strategic Studies".

The Institute is a federal state scientific budgetary institution.

2. Name of the Institute:

a) in Russian: full - federal state scientific budgetary institution "Russian Institute for Strategic Studies"; abbreviated - RISI;

b) on English language: full - Russia "s Institute for Strategic Studies; abbreviated - RISS;

c) when filling out state-approved document forms - FGNBU RISS.

3. Location of the Institute: 125413, Moscow, Flotskaya st., 15B, pp. 1-4.

4. The Institute is a legal entity, on its own behalf acquires property and personal non-property rights and bears obligations, acts as a plaintiff and defendant in court, has separate property on the right of operational management.

5. The Institute has an independent balance sheet, personal accounts in the territorial bodies of the Federal Treasury, opened in in due course to account for operations to fulfill federal budget expenditures, as well as to account for funds received from income-generating activities, currency accounts in accordance with the currency legislation of the Russian Federation.

6. The founder of the Institute is the President of the Russian Federation (hereinafter referred to as the founder).

7. The functions and powers of the founder of the Institute are carried out by the Administration of the President of the Russian Federation, with the exception of the functions and powers that, in accordance with this Charter, are carried out by other state bodies.

8. The state task for the Institute is formed by the Administration of the President of the Russian Federation, taking into account the proposals of the Institute and approved by the Head of the Administration of the President of the Russian Federation. Information about the thematic content of the state task has limited access.

8_1. The state task establishes the directions of research carried out by the Institute. The topics of research, the number of reports, printed materials, audio and video products and other analytical materials prepared in the areas of research, as well as the number, topics, dates and venues of scientific and practical events carried out within the framework of research areas, are determined by the Institute. The Institute has the right to provide analytical and other materials prepared in pursuance of a state assignment to federal government bodies.

9. The conclusion on behalf of the founder of the Institute and the execution of an agreement on the procedure and conditions for granting a subsidy for financial support for the fulfillment of a state task, determining the amount and transfer of the specified subsidy, as well as targeted subsidies, is carried out by the Administration of the President of the Russian Federation. The Administration of the President of the Russian Federation is carried out by a departmental financial control activities of the Institute.

9_1. The standard costs for the performance by the Institute of works within the framework of the state assignment are determined in the manner established by the Institute in agreement with the Ministry of Finance of the Russian Federation.

10. The powers of the founder of the Institute in terms of the implementation of the rights and obligations of the owner of property under the operational management of the Institute are exercised by the federal executive body for state property management in the manner prescribed by the legislation of the Russian Federation and this Charter.

11. The Institute carries out its activities in accordance with the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation, regulatory legal acts of federal executive bodies, this charter and a state assignment.

12. The admission of the Institute to carry out work related to the use of information constituting a state secret, the creation of means of protecting information, as well as the implementation of measures to protect state secrets, is carried out in accordance with the procedure established by the Government of the Russian Federation.

13. The rights and obligations of the employees of the Institute are determined in accordance with the labor legislation of the Russian Federation, job descriptions and regulations in force at the Institute, instructions, internal labor regulations, collective and labor contracts.

14. The Institute has a seal with the image of the State Emblem of the Russian Federation and with its full name, an emblem, forms and stamps necessary for the implementation of its activities.

II. The main goal, objectives and activities of the Institute

15. The main goal of the Institute's activity is information and analytical support of federal government bodies in the formation of strategic directions of state policy in the field of ensuring national security.

16. The objectives of the Institute are:

a) study of topical international and military-political problems, issues of military and military-industrial policy of the leading countries of the world, socio-political and economic situation in neighboring countries and determination of prospects for the development of bilateral relations between the Russian Federation and other states;

b) examination and evaluation of targets and programs for the formation of the state policy of the Russian Federation in the field of ensuring national security;

c) study of problems and trends in the development of international economic relations, world market conditions, economic policy the main partners of the Russian Federation, environmental safety issues;

d) analysis and forecasting of the development of events in individual countries and regions that may lead to crisis situations, as well as the development of proposals on ways and means of resolving such situations.

17. To achieve the main goal, the Institute carries out the following activities in accordance with the legislation of the Russian Federation at the expense of the federal budget:

a) conducting fundamental and applied research, collecting, systematizing and processing information and forming a reference and information fund on their basis;

b) preparation of information and analytical reviews of the state and trends in the development of international, military-political and socio-economic relations;

c) reviewing scientific papers, as well as holding consultations on issues within the competence of the Institute;

d) implementation of publishing and printing activities, production and distribution of printed materials (monographs, collections of articles, other scientific and information materials), as well as audio and video products related to the activities of the Institute;

e) participation in scientific conferences, symposiums, seminars and other events (including international ones), as well as organization of such events.

18. The Institute has the right to carry out on the basis of agreements with individuals and legal entities (including foreign ones) the following types of income-generating activities, if such activities serve to achieve the goals for which the Institute was created:

a) performance of research work, provision of information, consulting services;

b) implementation of publishing and printing activities, production, distribution and sale of printed, audio and video products related to the activities of the Institute;

c) provision of services for organizing and holding conferences, other scientific-organizational and scientific-practical events, including international ones;

d) the sale of products (goods) created or acquired at the expense of funds from income-generating activities, and the direction of proceeds from the sale to ensure its statutory activities.

19. Types of activities that require licensing in accordance with the legislation of the Russian Federation are carried out only after obtaining the appropriate license.

III. Structure of the Institute

20. The Institute independently forms its own structure. The main structural subdivisions of the Institute are scientific departments, centers, sectors and laboratories, other structural subdivisions that ensure its activities.

21. The branches and representative offices created by the Institute carry out their activities on behalf of the Institute.

22. Structural subdivisions of the Institute are not legal entities. The status, functions and powers of structural subdivisions are determined by their regulations. Regulations on structural subdivisions are approved by the Director of the Institute.

IV. Rights and obligations of the Institute

23. In order to achieve the main goal and fulfill the tasks, the Institute, in the manner prescribed by the legislation of the Russian Federation, has the right to:

a) establish and develop relations with scientific institutions, as well as with higher educational institutions of the Russian Federation, carry out international scientific cooperation within its competence, conclude agreements on scientific cooperation with Russian and foreign scientific centers in accordance with the established procedure, participate in joint scientific research and provision of services, preparation of scientific papers;

b) send to the appropriate government bodies and foreign missions in the Russian Federation requests for issuance of visas and registration of departure abroad for employees of the Institute, arrival in the Russian Federation at the invitation of the Institute of Foreign Specialists;

c) develop and submit proposals to the Administration of the President of the Russian Federation on the necessary amounts of financing for the established state task and targeted subsidies from the federal budget;

d) take measures of social support for the employees of the Institute;

e) involve legal and individuals to perform certain works on the basis of civil law contracts;

f) accept monetary and other donations from individuals and legal entities, provided that the purpose of the donation is consistent with the goals of the Institute's activities and carry out activities at the expense of the received property in accordance with the purpose of the donation;

g) for the purposes practical application(implementation) of the results of intellectual activity with the notification of the federal executive body responsible for the development of state policy and legal regulation in the field of scientific and scientific and technical activities, act as a founder or participant in economic companies;

h) receive free of charge the information necessary for the implementation of the activities of the Institute, contained in the data banks of state bodies;

i) provide technical and economic maintenance of their activities and their real estate;

j) act as a customer when placing orders for the supply of goods, performance of work, provision of services for their needs.

24. The Institute is obliged:

a) ensure the priority execution of state tasks;

b) provide high level scientific research and development, actively promote their wide application;

c) ensure the preservation, maintenance and renewal of its scientific and technical base, technical re-equipment of fixed assets;

d) maintain in proper condition the property belonging to the Institute on the right of operational management, providing its technical and economic maintenance;

e) ensure, in accordance with the assigned tasks and within its competence, the protection of information constituting state and other secrets protected by law;

f) ensure, in accordance with the legislation of the Russian Federation, the mobilization readiness of the Institute and the functioning of its civil defense system;

g) submit reports on the results of their financial and economic activities to the Administration of the President of the Russian Federation;

h) keep accounting records of the results of financial and economic activities, submit accounting, statistical and other reports to the relevant authorities in the manner and within the time limits established by the legislation of the Russian Federation for budgetary institutions;

i) ensure the safety of the employees of the Institute;

j) comply with the established requirements for the organization of office work, the preparation, execution and storage of official documents.

25. The Institute ensures the openness and accessibility of its documents, taking into account the requirements of the legislation of the Russian Federation on the protection of state, commercial and other secrets, as well as taking into account the specifics of its activities.

26. The Institute is headed by a director appointed and dismissed by the President of the Russian Federation.

27. After the director of the Institute is appointed to a position, an employment contract is concluded between him and the Head of the Administration of the President of the Russian Federation for a period of up to five years.

28. The Director manages the activities of the Institute on the basis of unity of command.

29. Director of the Institute in accordance with the legislation of the Russian Federation:

a) acts without a power of attorney on behalf of the Institute, represents its interests in state, public and other organizations, issues powers of attorney;

b) determines the directions and terms for the implementation of research work;

c) ensures the coordination of scientific research conducted by the Institute jointly with other scientific institutions;

d) directs the work of the Academic Council of the Institute;

e) approves plans for scientific research and editorial and publishing activities of the Institute;

f) approves the structure and staffing of the Institute, determines the conditions for the payment of bonuses and additional payments to the official salaries of employees;

g) creates, in accordance with the procedure established by the legislation of the Russian Federation, branches, representative offices, approves regulations on them, appoints their heads, and also makes decisions on their reorganization and liquidation;

h) approves the regulations on the structural subdivisions of the Institute;

i) implements the personnel policy of the Institute;

j) appoints and dismisses employees of the Institute, concludes with them, changes and terminates employment contracts;

k) distributes duties among the deputy directors of the Institute, determines the duties of other employees of the Institute;

l) announces competitions for filling vacant positions of heads of scientific departments, researchers, makes decisions based on the results of the work of attestation commissions;

m) makes decisions on the creation of temporary scientific teams and working groups of full-time employees of the Institute for the study of individual problems;

o) opens accounts in the territorial bodies of the Federal Treasury, currency accounts - in accordance with the currency legislation of the Russian Federation;

o) resolve issues related to the disposal of the property of the Institute;

p) makes decisions on the participation of the Institute in other organizations, including as a founder or co-founder;

c) concludes on behalf of the Institute civil law contracts with legal entities and individuals;

r) issues orders and orders, gives assignments and instructions obligatory for execution by the employees of the Institute;

s) encourage employees of the Institute and apply disciplinary measures against them;

t) provides employees of the Institute regular and other vacations, sends them on business trips;

u) solves the issues of social support for the employees of the Institute;

v) solves other issues related to its competence in accordance with the legislation of the Russian Federation and this Charter.

30. The Director is personally responsible for the results of the Institute's activities, the safety and intended use of the property transferred to the Institute.

31. The Director of the Institute in his activities is guided by the legislation of the Russian Federation and bears the responsibility provided for by the legislation of the Russian Federation:

a) for misuse of federal budget funds;

b) for making a major transaction (a transaction in which there is an interest) without prior consent (approval) of the Administration of the President of the Russian Federation and the federal executive body for state property management in the amount of losses caused to the Institute;

c) for violation of the legislation of the Russian Federation on state secrets;

d) for other violations of the legislation of the Russian Federation.

32. The Director of the Institute has deputies.

Deputy directors of the Institute carry out their activities in accordance with the distribution of duties between them, approved by the director of the Institute.

33. To develop proposals in the main areas scientific activity Institute, the scientific council of the Institute is created. The Academic Council is headed by the Director of the Institute, who approves the composition of the Academic Council and its regulations.

34. Organization of the work of the Academic Council of the Institute is carried out by the Scientific Secretary of the Institute, appointed by the Director of the Institute.

35. If necessary, the Academic Council forms specialized sections.

36. Academic Council:

a) considers issues related to the main areas of scientific activity of the Institute;

b) discusses draft plans for scientific research and editorial and publishing activities, based on the state assignment, scientific and economic interests of the Institute, creates editorial boards for the preparation of scientific publications;

c) listens to the reports of the employees of the Institute and invited persons on the most significant and topical issues related to the activities of the Institute;

d) considers at least once every two years the results of the scientific work of the scientific departments of the Institute;

e) considers issues of scientific cooperation of the Institute with other scientific organizations and educational institutions;

f) evaluates the qualifications of the scientific personnel of the Institute, considers the issues of competitive selection of candidates applying for filling vacancies, and advanced training of personnel;

g) in accordance with the established procedure, considers the issues of nomination for the award of academic titles and makes appropriate decisions.

VI. Property and financial support of the Institute

37. Buildings, facilities, equipment and other property of the Institute are federal property, belong to the Institute on the right of operational management.

38. Land plot, necessary for the Institute to fulfill its statutory tasks, is provided to it on the basis of the right of permanent (perpetual) use.

39. The Institute exercises the right of possession, use and disposal of property belonging to it on the basis of the right of operational management within the limits established by the legislation of the Russian Federation, in accordance with the objectives of its activities and the purpose of the property.

The Institute, without the consent of the owner of the property, is not entitled to dispose of especially valuable movable property assigned to it by the owner or acquired by the Institute at the expense of funds allocated by the owner for its acquisition, as well as real estate. The Institute has the right to dispose of the rest of the property, which is under its right of operational management, on its own, unless otherwise provided by law.

40. A major transaction (a transaction in which there is an interest) may be concluded by the Institute only upon receipt of the prior consent (approval) of the Administration of the President of the Russian Federation and the federal executive body for state property management.

The decision to approve or refuse to approve an interested party transaction is made by the Administration of the President of the Russian Federation prior to its conclusion on the basis of a report from the Institute agreed with the federal executive body for state property management.

41. Information on acquired property subject to entry into the register of federal property shall be submitted by the Institute to the federal executive body for state property management in accordance with the established procedure.

42. The sources of financial support and formation of the property of the Institute are:

a) funds from the federal budget (subsidies), as well as property acquired by the Institute at the expense of such funds;

b) federal property transferred to the Institute by the owner of the property on the basis of his decision to assign this property to the Institute on the basis of the right of operational management;

c) funds received by the Institute from the use of property belonging to it under the right of operational management;

d) funds received by the Institute from the implementation of income-generating activities, as well as property acquired at the expense of such funds;

e) funds and other property received from voluntary donations of individuals and legal entities;

f) funds and property coming from other sources not prohibited by the legislation of the Russian Federation.

43. All funds received by the Institute are directed to ensure its activities in accordance with the legislation of the Russian Federation and this Charter.

44. The expenditure of the Institute's funds is carried out by it in accordance with the approved plan of financial and economic activities of the Institute.

The procedure for drawing up and approving the plan of financial and economic activities of the Institute is determined by the Administration of the President of the Russian Federation.

45. The Institute is responsible for its obligations with the property it has on the right of operational management of property, with the exception of especially valuable movable property, as well as real estate.

46. ​​Legal protection and use of the results of intellectual activity created in the course of the Institute's scientific activities are regulated in accordance with the legislation of the Russian Federation on intellectual property.

VII. Reorganization, change of type and liquidation of the Institute

47. Reorganization, change in the type of the Institute are made by decision of the President of the Russian Federation.

48. The liquidation of the Institute is carried out by decision of the President of the Russian Federation or by a court decision in the manner prescribed by the Civil Code of the Russian Federation and other federal laws.

49. In the event of the liquidation of the Institute, the President of the Russian Federation appoints a liquidation commission, which takes measures to ensure the safety of the databases available at the Institute containing scientific and scientific and technical information, documented information of restricted access, as well as documents on personnel.

50. The disposal of the property of the Institute remaining after the satisfaction of creditors' claims in the event of its liquidation is carried out by the federal executive body for state property management.

51. The liquidation of the Institute is considered completed after making an entry about it in the Unified State Register of Legal Entities.

The Institute was transformed in accordance with the Decree of President Boris Yeltsin dated February 29, 1992 No. 202 "On the formation of the Russian Institute for Strategic Studies" from the former Research Institute of Intelligence Problems of the First Main Directorate of the KGB of the USSR as an analytical center of the Russian Foreign Intelligence Service. In 2009, the institute was reorganized and reassigned to the Administration of the President of Russia. Work at the Institute is a state civil service. 11 doctors of sciences and 45 candidates of sciences work at the Institute.

The problem of HIV/AIDS

RISS maintains permanent contacts with foundations in Moscow, in particular with the Carnegie Moscow Center (USA), the John and Catherine T.
